On the 25th May 2010 the draft Construction Products Regulations (CPR) was put to a vote at the European Union Council of Ministers. The draft CPR passed on a majority vote. This is the first step in changing the Construction Products Directive into the Construction Products Regulations which will make CE Marking of all construction products mandatory in all member states including the UK and the RoI.
It is anticipated that the European Council will meet in autumn 2010 to agree what is referred to as a Common Position (text agreed by European council, the European commission and ministers). The draft CPR will then be subject to a Second Reading which is anticipated to start in October/November 2010. The second reading is time limited and the CPR must either be agreed or rejected within a period of 3 months. The period can be extended by a further month. If the Regulation is adopted it will come into force in the UK 2013.
Unlike the Directive, the Regulation will apply directly in both UK and RoI law. Therefore CE Marking of fabricated steelwork will become mandatory in 2013. Steelwork Contractors, stockholders, distributors (structural fasteners) and those companies that manufacture proprietary products (cellular beams, purlins, decking, cladding etc) have until 2013 to put in place the necessary certified fpc systems for CE Marking. After this date it will be illegal to put fabricated structural steelwork on the UK, RoI and wider European market.
BCSA recognises that the most challenging part of CE Marking is demonstrating the knowledge and competence of the responsible welding co-ordinator (RWC). Later this year BCSA will be publishing a CE Marking version of the National Structural Steelwork Specification. This will be followed by workshops which will identify when you need to use this version of the NSSS and the main differences between it and the current version.
